The OSCE Office for Democratic Institutions and Human Rights (ODIHR) is organizing a training course to strengthen the knowledge and skills of Albanian- and Macedonian-speaking independent detention monitors with regard to protecting human rights while preventing and countering violent extremism and radicalization that lead to terrorism (VERLT) in prison settings.
The training course will take place in Skopje, North Macedonia, on 26 and 27 March 2024.
The training will be conducted by human rights experts from ODIHR and an expert with experience in independent detention monitoring from France. It follows on from a regional workshop held by ODIHR in Sarajevo in 2023, which identified the need for further in-depth training for detention monitors on this topic.
Topics and sessions
Based on published ODIHR guidance, the training aims to improve participants’ understanding of key human rights issues related to preventing and countering VERLT in prisons and to strengthen their ability to assess related prison-based security strategies for their human rights compliance.
Among other topics, participants will learn about human rights challenges related to:
- Identification of violent extremist prisoners, classification, risk and needs assessments;
- Security measures and the prison regime;
- Rehabilitation and reintegration programmes;
- Institutional and staff issues.
Furthermore, participants will learn about practical challenges detention monitors face in their work in this context. By using concrete examples and case studies from the practice of independent prison monitors, the applicability of the learning outcomes to the participants' work is ensured.
The training will be held in English, Albanian and Macedonian with simultaneous interpretation.
Participants
The training is designed for mid- to senior-level independent detention monitors who speak Albanian and/or Macedonian. Participants will include experts from ombuds institutions, National Preventive Mechanisms (NPMs) established under the Optional Protocol to the Convention against Torture and civil society organizations that conduct detention monitoring and work on penitentiary reform and criminal justice issues.
Registration
Participation is by invitation only.
