The third Supplementary Human Dimension Meeting will provide a platform for an exchange of views among OSCE participating States, OSCE institutions and other executive structures and a variety of international organizations, civil society and other stakeholders on the implementation of commitments related to the freedom of peaceful assembly.
The SHDM will identify the main challenges faced by the OSCE participating States and discuss how they can be met, in order to ensure the full enjoyment of this freedom. Particular attention will be devoted to the current trends, both positive and negative, the challenges and opportunities linked to new technologies and freedom of peaceful assembly and the role of independent monitoring of assemblies. The SHDM will also provide a forum for discussion of the limitations of the right to peacefully assemble, in particular the limits of legitimate restrictions in accordance with relevant international standards and commitments.
The working sessions at the SHDM will be opened by previously selected experts in the relevant areas. The recommendations formulated at the working sessions will also be presented at the closing session.
Participants
Representatives of OSCE participating States, OSCE institutions and OSCE executive structures, representatives of inter-governmental organizations, representatives of civil society and researchers from 57 participating States that have relevant experience in the topic are encouraged to participate in the SHDM. The Partners for Co-operation are invited to attend and contribute with respect to their co-operation and links with the OSCE in the field.
Participation at the SHDM is free of charge, although all travel and accommodation costs should be borne by participants. Participants are kindly requested to make their own travel and hotel arrangements. A list of selected hotels in Vienna is available on the website.

Registered participants will be able to collect their badges at the meeting venue.
Modalities
The modalities of the meeting are set out in accordance with the decision of the Permanent Council (PC.DEC/476, 23 May 2002).
The meeting will start with the opening session, followed by three working sessions and the closing session.
Interpretation will be provided into the six official OSCE languages: English, French, German, Italian, Russian and Spanish.
Side events
Participants can organize side events over the course of the meeting. Side events provide an opportunity for participants to discuss issues that have not been fully covered during the working sessions, since only limited time is assigned to each topic.
