It is important to now what is a hate crime. When a hate crime is committed, one or more perpetrators target the victim, which can be one or more people or property, because of a protected aspect of the victim's identity, such as religion or ethnicity, race, sexual orientation or disability. Similarly, a hate incident is an act of hostility motivated by prejudice or bias that does not necessarily reach the threshold of a criminal offence, or the criminal nature of which is yet to be determined. A hate crime is any crime where the perpetrator is driven by prejudice or bias. Criminal offence + bias motive = hate crime

The OSCE Mission to Serbia supported the Institute for Improvement of Education in producing comprehensive Manuals that will help teachers in developing the new concept of civic education, introduced in Serbian schools gradually throughout 2018 and 2019. The Manuals cover four areas of civic education: human rights, democratic society, processes in the contemporary world and civic activism. The aim of these publications is to give teachers a wider insight into the above mentioned areas, to clarify the most important issues and to provide teachers with ideas on how they can implement relevant activities with students. It should also instigate the teachers to explore various further teaching techniques. The Manuals are part of the OSCE Mission to Serbia’s wider efforts to support enhancing the rule of law values among youth. The publication is available in Serbian language only.

In the framework of its “Family Crime Prevention” project, the PCUz developed a toolkit for the judiciary on the methodology of working with victims of domestic violence and with potential offenders to protect the rights of victims to handle domestic violence cases more efficiently. The toolkit determines what domestic violence is, what its specific signs and patterns are. This toolkit covers international standards and national legislation to counter domestic violence, women's access to justice and specific court cases along with international good practices on tackling domestic violence. The Study on the Use of Languages and Scripts of National Minorities in Courts and Prosecutor’s Offices in the Republic of Serbia explores the implementation of selected HCNM Graz Recommendations on Access to Justice and National Minorities in Serbia. The Study, covering the period of 2016 – 2018, examines the use of languages and scripts of national minorities in basic, higher, misdemeanour courts, and basic and higher prosecutor’s offices and contains a series of recommendations regarding the improvement of the current situation. It was developed in 2019 by the OSCE Mission to Serbia. Available only in Serbian.
