The brochures cover risks of fire, flooding and earthquakes, deemed as most probable in the territory of the Municipality of Ulcinj. These brochures were developed by a working group consisting of the representatives of the municipal authorities of Ulcinj, national-level emergency management authority and Aarhus Centre Niksic, which was formed under the Secretariat/OCEEA-lead project “Disaster Risk Reduction and Security in the OSCE Area”.

Comparative study was done by Institute Alternative (IA), with the support of the OSCE Mission to Montenegro. The study provides a detailed overview of control mechanisms (modus operandi) and instruments for efficient identification and prevention of abuse, as well as the analysis of challenges and possibilities for enhancing the modus operandi of the internal control of the police. On that basis and on the basis of the analysis of comparative cases (models from three EU member states), IA formulated its concrete recommendations for the reform of the Montenegrin model.

This monitoring report on good governance in local self-governments in Montenegro in 2013 contains information on Montenegro’s compliance with the principles of good governance in local self-governments in such areas as citizens’ participation in decision-making process, co-operation between local self-governments and non-governmental organizations, and transparency and accountability of local self-governments. The survey was conducted in 21 Montenegrin municipalities in the period from June to October 2014. The report is intended for representatives of local self- governments and non-governmental organizations to further enhance the transparency and accountability of local self-governments.
