The publication is aimed at helping ombudspersons to use effective and credible approaches in their everyday work, in promoting fairness, equality, clarity and innovation, as well as in protection of human rights. It offers recommendations to ombudspersons in their efforts to ensure that their institution is well regarded within the local and peer communities, such as the Association of Ombudspersons in Serbia, but also within other independent institutions in the country, as well as other regional and international independent institutions and organizations they co-operate with. Due to the important oversight role of ombudspersons, as independent institutions, the OSCE Mission to Serbia supports the Association of Ombudspersons in Serbia (AOS) in its efforts to help local ombudspersons in fulfilling their mandate of setting the standards in the work of democratic institutions and through continuous protection of the rights of citizens. The publication is available in Serbian language.

Within the process of the OSCE Mission's support to implementation and institutionalization of gender equality policies at all levels of governance in Serbia, the OSCE Mission engaged prominent national experts in the field of linguistics and gender to prepare the “Guide on Use of Gender Sensitive Language in Public Administration” in 2019. The use of gender sensitive and non-discriminatory language in public administration powerfully reflects and influences attitudes, behaviors and perceptions of different social groups. This Guide is prepared as a “reader friendly” tool, offering all relevant recommendations and guidance to better use of gender fair and inclusive language. As such, the Guide should not constrain employees in public administration, including local self-governments, and impose on them a mandatory set of rules. Rather, it should encourage them to give due consideration to the issue of gender sensitivity and non-discrimination in their daily written and spoken communications. The publication is available in Serbian language only.

With the aim of promoting the implementation of the Aarhus Convention principles, empowering the civil society and fostering the partnership between the civil sector and authorities, the OSCE Mission to Serbia supported the district Arhus Centre Kragujevac legal team in the development of model legal acts for local self-government units that enable sustainable public involvement in environmental decision-making processes at local level, more transparent access to environmental information and charge-free provision of legal assistance in environmental disputes. These model decisions aim at establishing “environmental councils” and introducing “green seats” in municipal assemblies, and “green line” and “green ombudsmen” within local administrations. The models were adopted by the Standing Conference of Towns and Municipalities and the Municipal Assembly of the City of Kragujevac at the end of 2010.
